2. Typology of disadvantaged workers – Legal recognition of the status of disadvantage

With a certificate from Public Social Services

  • People with drug or alcohol problems who are in the process of rehabilitation and social reintegration
  • People with drug or alcohol problems who are in the process of rehabilitation and social reintegration
  • Prison inmates whose situation allows them to access employment, people on parole and ex-prisoners
  • Long-term unemployed over 45 years of age and with a certificate from Public Social Services    
  • Homeless people
  • Asylum seekers/refugees/migrants
  • NEETs
  • Women survivors of violence
  • Members of ethnic minorities (e.g., Roma, Sinti)

Other categories

  • Recipients of the minimum insertion income
  • People who cannot access the minimum insertion income, because they do not comply the requirements established by article 6.1 of Law 10/1997, of July 3, on income minimum insertion.
  • Young people over the age of sixteen and under the age of thirty from institutions child protection.

The Law that regulates the WISE states the groups of people that are elegible for insertion contracts. Moreover, they must have a certificate from Public Social Services attesting their situation of vulnerability.

People with physical and/or sensory  disabilities In order to be able to access the aid established for people with disabilities, it is an essential requirement to have a disability equal to or greater than 33%, and the same for people wit intelectual and/or learning disabilities.
